· World Bank 94, main guide to WB thinking, does mention inv in public services.
· Doesn't address poverty, just GDP
· Wants taxes moved from farmers to business (taking or spending?)
· Recognises importance of infrastructure
· Slams EPZ's
· Recognises past SA schemes de-emphasis poverty too much
