· This requires a development-centred politics, is not just administrative.
· Needs strong state, but without links to landed elites.
· Three types of state in this mould:
        ? Development state
        ? Soviet-style command state
        ? Or regulation state.
        ? Dev state best
· Dev states:
        ? Tend to be one party mostly, either through dem means or not
                Eg botswana singapore malaysia
        ? Stable, uncorrupt elites, lots of transfer between civil service and politics
                § Minimises internal conflict and paralysis
                § Seen as bad practise by west
        ? NGO's, civil society supressed
        ? Established before inflow of foreign capital
        ? Small, liberal govt cannot resist corruption and special interests
