? Stable, uncorrupt elites, lots of transfer between civil service and politics
§ Minimises internal conflict and paralysis
§ Seen as bad practise by west
? NGO's, civil society supressed
? Established before inflow of foreign capital
? Small, liberal govt cannot resist corruption and special interests
