· 20th Century - 250 wars by 1000 measure
· WW1 10% deaths civilian; modern civil wars deaths 90% civilian
· Civil wars grow in 80% and peak with balkans
 
· Idea of professional armys and interstate war undermined by blurring of military ⁄ civil lines - WHY?
         ? More countries - more chance of civil war
         ? US & USSR stoking in CW
         ? Arms trade increases
         ? Contraband increases, drugs, migrants etc.
        
· Europe until c1700 very violent with marauding mercenaries, etc
· 18thC - tighter state control, police etc
· More diplomacy
· Courts & police
· Political relations between govt agencies
· Murder rates, etc all drop
· BUT violence channeled into military establishment?
· Civil strife remains rare in Europe even in revolutionary age.
 
· US = 50% arms exports
·          50% drugs imports
